The International Criminal Court (ICC) has ordered an investigation into the torture and killing of two prisoners of war by members of the Arakan Army (AA) in the past, human rights watchdog Fortify Rights said on January 23. A leaked video shows two prisoners of war being tortured and beheaded by members of the AA in the past.

Fortify Rights has reviewed the footage and believes it is authentic. The perpetrators are seen wearing AA uniforms. Fortify Rights also said they believe an AA commander may have ordered the killing of the two prisoners. In 2024, The two-minute, 52-second video was posted on social media on December 25, and a second video, three minutes and 20 seconds long, was sent to Fortify Rights on January 19, 2025.

In the lengthy video obtained by Fortify Rights, two victims are seen being kicked at least 12 times in the face, back and head by men in AK uniforms and forced to kneel in front of a pit. According to Fortify Rights, the two victims are unlikely to survive due to their injuries. Fortify Rights has also called on the International Criminal Court (ICC) to investigate alleged war crimes committed by the AK in Rakhine State.
